White House Urges Senate Democrats to Accept Victory on Trump's Crypto Limits
U.S. Senate Democrats secured President Donald Trump's agreement to potential limits on his lucrative crypto dealings, yet they argue the Clarity Act's restrictions remain insufficient.
The White House is actively pressuring Senate Democrats to accept ethics provisions within the Digital Asset Market Clarity Act, asserting that President Donald Trump has already made significant concessions regarding his cryptocurrency holdings. However, Democrats contend that the proposed restrictions are insufficient to prevent potential conflicts of interest arising from Trump's extensive crypto ventures. This ongoing dispute threatens to derail the landmark crypto regulatory bill, which aims to establish a comprehensive framework for digital assets in the United States.
The urgency of this debate intensified following President Trump's 2025 financial disclosures, which revealed he had earned over $1.4 billion from his cryptocurrency assets. A substantial portion of these earnings originated from ventures such as the $TRUMP token and World Liberty Financial. This situation raised serious concerns about potential conflicts of interest between the president's personal financial dealings and regulatory policies. Consequently, Republicans and the White House engaged in negotiations to incorporate ethics provisions into the Digital Asset Market Clarity Act.
The resulting draft legislation temporarily prohibits senior government officials, including the president, vice president, members of Congress, federal judges, and their spouses, from issuing or sponsoring digital assets for compensation while in office. Furthermore, it mandates that these officials must sell certain crypto holdings, place them into qualified blind trusts, or employ a combination of both approaches. Cryptocurrency sales exceeding $1,000 would also trigger disclosure requirements, although these ethics provisions are slated to sunset in January 2029. White House crypto adviser Patrick Witt emphasized that Trump's acceptance of these restrictions constitutes “the most comprehensive and wide-ranging ethics provision in history,” urging Democrats to acknowledge this “victory.”
Despite these concessions, numerous Senate Democrats, led by Senator Elizabeth Warren, deem the provisions inadequate. Democrats argue that the draft fails to include clear stipulations that would prevent Trump from continuing to accrue billions of dollars through existing business arrangements, revenue-sharing agreements, and family entities. Specifically, the sunset clause in 2029 and the designation of the Department of Justice as the sole enforcement body have eroded Democratic confidence in the effective implementation of these rules under the Trump administration. Senator Warren stated that the current draft “does nothing to stop President Trump from making his next $1.4 billion from crypto.”
The legislative uncertainty surrounding the bill has also impacted markets. Initial reports of Trump agreeing to the ethics rules saw XRP climb above $1.13 and Bitcoin surpass $66,000. However, these gains partially receded as doubts about the bill's passage through the Senate emerged. This situation underscores the challenges faced by the bill, which aims to establish a comprehensive regulatory framework for digital asset markets in the U.S., due to political polarization and conflicts of interest. The legislation has the potential to affect not only Trump's personal assets but also the broader transparency and accountability standards of the cryptocurrency industry.
Analysts and market observers suggest that the Digital Asset Market Clarity Act is unlikely to pass before Congress's August recess. Senate Majority Leader John Thune has also expressed skepticism regarding its timely passage. With Democrats continuing to demand stronger ethics provisions and an independent enforcement mechanism, and the White House and Republicans insisting on viewing the current proposal as a sufficient compromise, the bill's future remains uncertain.
