UK water regulator Ofwat has proposed an enforcement package worth about £44.7 million for Dŵr Cymru Welsh Water after identifying major failures in how the company operated and managed its wastewater infrastructure. The regulator described the breaches as “serious and unacceptable,” citing shortcomings in the management of sewage treatment works and the wider sewer network.

According to Ofwat’s investigation, Welsh Water failed to properly operate, maintain and upgrade its wastewater assets so they could cope with the volumes of sewage and wastewater flowing through the system. The regulator also pointed to weaknesses in operational processes and insufficient oversight by senior management.

The proposed £44.7 million package is expected to fund measures that benefit customers and support environmental improvements. The move comes amid growing public and political scrutiny in the UK over sewage spills into rivers and coastal waters, which has prompted tougher regulatory action across the water industry.

Ofwat said water companies have a clear responsibility to maintain critical infrastructure and protect the environment. The regulator added that stronger governance, investment and operational controls will be necessary to prevent similar breaches across the sector in the future.
