The United States has issued a temporary waiver allowing the purchase of Russian oil cargoes that are already at sea, in a move aimed at stabilizing global energy markets amid rising supply concerns. The 30‑day authorization, announced by the U.S. Treasury Department, permits transactions involving Russian crude and petroleum products that were already loaded onto tankers but stranded due to sanctions and logistical disruptions.

U.S. Treasury Secretary Scott Bessent said the measure is intended to ensure the continued flow of oil into global markets. According to Bessent, the waiver allows Indian refiners to buy Russian oil currently stranded at sea, describing the decision as a deliberately short‑term step designed to ease immediate supply pressures without significantly benefiting the Russian government.

The policy comes as geopolitical tensions in the Middle East, including conflict involving Iran, have increased uncertainty in global energy markets. Concerns over shipping routes and potential disruptions around key chokepoints such as the Strait of Hormuz have contributed to heightened volatility in crude prices and energy supply chains.

U.S. officials emphasized that the waiver applies only to cargoes already in transit and does not authorize new Russian oil production or shipments. By allowing these existing barrels to reach buyers, Washington aims to reduce short‑term supply bottlenecks and calm market sentiment while maintaining broader sanctions pressure on Russia.
