Trump Urges Congress to Act on Crypto Regulation

President Donald Trump convened a significant crypto event at the White House on Wednesday, urging the U.S. Congress to advance the Digital Asset Market Clarity (CLARITY) Act, a bill designed to establish a comprehensive regulatory framework for digital assets. This move aligns with long-standing demands from crypto industry leaders who believe regulatory uncertainty has hampered sector growth.

The event brought together key figures from the industry, including CEOs from major crypto companies such as Coinbase, Ripple, Kraken, and Gemini. Representatives from traditional finance institutions like Nasdaq, NYSE, and CME Group were also in attendance. U.S. Securities and Exchange Commission (SEC) Chair Paul Atkins and Commodity Futures Trading Commission (CFTC) Chair Michael Selig also participated in the meeting. President Trump stated that the act would keep the U.S. ahead of China and other nations in digital asset innovation, emphasizing, “We need Congress to take the next step by passing the Clarity Act – a fair version of the Clarity Act.”

The CLARITY Act is a bipartisan bill aimed at clarifying regulatory jurisdiction between the SEC and CFTC by classifying digital assets as either commodities or securities. While the bill (H.R. 3633) passed the House of Representatives in July 2025, it has stalled in the Senate due to Democratic objections concerning ethics provisions related to President Trump's substantial earnings from crypto ventures. A procedural vote in the Senate is anticipated around September 15th, though the probability of its passage in 2026 has reportedly slipped to a 10-20% range.

This development is crucial for establishing long-awaited regulatory clarity in crypto markets. The industry argues that the current uncertainty limits institutional participation and innovation. The White House event was followed by the inaugural meeting of the CFTC’s Innovation Advisory Committee (IAC) on August 20th. This committee was established to discuss regulatory aspects of emerging technologies like digital assets, artificial intelligence, and prediction markets, aiming to maintain U.S. leadership in financial innovation.

The Trump administration has declared leadership in the digital asset sector a key strategic objective. However, the CLARITY Act's progress in the Senate is complicated by the political context surrounding President Trump's significant personal financial gains from crypto investments. Democrats have raised concerns that the bill does not adequately address such conflicts of interest. Despite the legislative slowdown, the SEC's recent proposal of new rules (Regulation Crypto Assets) to provide a regulated path for issuing and trading certain crypto assets indicates that agency-level regulatory efforts are continuing.

Analysts and market observers suggest that while the CLARITY Act's chances of becoming law are diminishing, regulatory agencies may continue to take steps within their existing authorities, independent of congressional action. The long-term importance of a clear and consistent regulatory framework for the crypto industry is emphasized, with filling legal gaps and ensuring investor protection being key expectations. The sector eagerly awaits this clarity for further institutional adoption and innovation.
