Tether, the issuer of the world's largest stablecoin, has announced the signing of a Memorandum of Understanding (MoU) with the Nairobi Securities Exchange (NSE) on July 28, 2026, marking a significant step with potential for digital transformation in African financial markets. This agreement aims to explore the potential use cases of tokenization, the development of blockchain-based market infrastructure, and digital asset education within Kenya and across Africa. The collaboration is currently an exploratory statement of intent rather than a commitment to a specific live product.
The signed MoU specifically focuses on the potential creation of a blockchain-based market infrastructure that would enable the tokenization of traditional securities into digital tokens on a blockchain, facilitating instant settlements. Under the agreement, Tether's Hadron platform will be evaluated for its potential to provide fractionalized access to securities for both local and diaspora investors. Furthermore, the partnership will involve designing and piloting secure onboarding flows tailored to Kenya's regulatory environment to streamline Anti-Money Laundering (AML) and Know Your Customer (KYC) processes.
This strategic partnership holds the potential to modernize financial infrastructure across Africa, reduce settlement cycles, and enhance liquidity. The Nairobi Securities Exchange, with a market capitalization of approximately $26.4 billion, is Kenya's primary securities venue, while Tether's USDT stablecoin, boasting a market cap of roughly $184 billion, could significantly impact the market if integrated as a digital settlement layer. As the tokenization of real-world assets (RWAs) gains global traction, such collaborations can bridge the gap between traditional finance and digital asset ecosystems.
The Nairobi Securities Exchange has been actively pursuing digital transformation for several years, having begun exploring digital asset Exchange-Traded Products (ETPs) in August 2024, joining the Hedera Governing Council in October 2024, and launching an Innovation Lab in November 2025 to test new financial technologies. This MoU aligns with the NSE's 2025-2029 Strategic Plan, which focuses on modernizing market infrastructure and broadening investor access. Kenya's Virtual Asset Service Providers Act of 2025 assigns regulatory oversight of tokenization to the Capital Markets Authority and stablecoin issuance to the Central Bank of Kenya, underscoring the importance of the regulatory framework.
Tether CEO Paolo Ardoino and NSE CEO Frank Mwiti emphasized the educational component of the partnership, aiming to enhance blockchain literacy and operational efficiency. Market analysts suggest that such exploratory collaborations are crucial initial steps for institutional adoption of digital assets in Africa, but regulatory approvals and technical designs remain critical for any live market launch.
