During President Emmanuel Macron’s state visit to Seoul, France and South Korea announced plans to deepen defense cooperation, enhance energy security and step up trade and technology ties. The leaders discussed elevating bilateral relations toward a global strategic partnership and expanding cooperation across defense, energy and advanced technologies.

South Korean President Lee Jae Myung said the two sides agreed to share policy experiences and strategies to jointly address the economic and energy crises triggered by the Middle East war. State-linked Korea Hydro & Nuclear Power signed memorandums of understanding with French firms Orano and Framatome, and a separate MOU with EDF on offshore wind development, while both sides pledged to work together to secure maritime routes through the Strait of Hormuz. The countries set a target to raise annual bilateral trade from about $15 billion to $20 billion by 2030.

Market participants are watching for the near-term implications on energy prices and supply chains as tensions in the Strait of Hormuz have already contributed to higher fuel costs and wider market volatility. The visit is being read as part of France’s broader effort to reaffirm its strategic and economic role amid strong international and regional tensions; Paris has framed the trip as a move to bolster its presence in key geopolitical theaters. The state visit—France’s first of its kind to South Korea since 2015—also produced commitments on collaboration in AI, semiconductors and quantum technologies, and the launch of a ministerial-level science and technology committee.

Analysts say the agreements can gradually improve investor confidence by signaling deeper institutional ties and clearer technology and energy cooperation pathways, but they caution that persistent geopolitical risk will keep short-term market reactions muted and volatile. Policymakers will likely focus on concrete project delivery in energy and defense supply chains to translate diplomatic momentum into measurable economic outcomes.
