OPEC+ to Fully Unwind Voluntary Oil Production Cuts in September

Seven key members of the OPEC+ group (Organization of the Petroleum Exporting Countries and its allies) have decided to increase oil production by 188,000 barrels per day starting in September 2026. This move signifies the complete rollback of the 1.65 million barrels per day (bpd) voluntary production cuts that the group implemented in 2023 to support markets.

The seven OPEC+ nations—Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria, and Oman—convened virtually on August 2, 2026, to review global market conditions. Following this assessment, they agreed to implement a production increase of 188 thousand bpd, stemming from the additional voluntary adjustments first announced in April 2023, with implementation in September. This marks the sixth consecutive month the group has raised its production ceiling.

The decision is primarily aimed at supporting oil market stability. However, ongoing geopolitical conflicts in the Middle East and the Russia-Ukraine war, leading to export disruptions, particularly in strategic maritime routes like the Strait of Hormuz, are limiting the actual market impact of these production increases. Analysts suggest these hikes have largely remained symbolic.

Attacks on global energy infrastructure and instability in shipping routes are exacerbating market volatility and severely threatening supply security. The OPEC+ Joint Ministerial Monitoring Committee (JMMC) has voiced these concerns, emphasizing that repairing damaged facilities is both costly and time-consuming, impacting global supply.

Market expectations and analyst views suggest that following the completion of the voluntary cuts, OPEC+ may pause further production increases for the fourth quarter of 2026. Jorge Leon, an analyst at Rystad, noted that a pause is a feasible option as the group prepares for 2027 quota negotiations. During this period, an independent review of members' production capacities will also be conducted, which could influence 2027 quotas.

Oil prices remain highly volatile, influenced by geopolitical developments. Statements from US Republicans regarding diplomatic efforts with Iran and de-escalation could introduce downside risk to the speculative premium embedded in crude prices, although Iran's denial of these claims keeps the risk two-sided. Meanwhile, OPEC has downgraded its 2026 global oil demand forecast for the third consecutive month while raising its projections for 2027.
