Construction has begun on a major redevelopment of Freshney Place shopping centre that will add a dedicated food hall, a relocated market space and a five-screen cinema as part of an approximately £50 million investment led by the local council. The scheme is central to North East Lincolnshire Council’s strategy to diversify town-centre uses and boost visitor numbers.

The works are being delivered with GMI Construction as the principal contractor and the scheme includes pre-let agreements, notably with local operator Parkway for the multi-screen cinema. The redevelopment aims to create nearly 76,000 sq ft of lettable space with a construction timetable that targets practical completion over roughly 26 months, followed by occupiers’ fit-outs.

Local officials expect the mix of leisure, food and market offerings to broaden the centre’s appeal and support a stronger day-to-night economy, drawing new footfall to adjacent high-street trading streets. The council has signalled that the intervention is intended to catalyse private-sector confidence and spur additional investment in the town centre.

The redevelopment should be viewed in the context of shifting retail dynamics: council assessments highlight how online shopping rose sharply during the pandemic and that mixed-use leisure-led schemes are increasingly seen as a remedy to underperforming retail-only centres. Market commentary points to rising investor interest in family entertainment and food-led destinations since 2023, which underpins the rationale for Freshney Place’s repositioning.

Analysts say the project’s economic payoff will depend on leasing momentum, construction costs and local income trends over the next 12–24 months. Early pre-lets and operator commitments provide positive signals, but delivery risks and consumer spending patterns remain key variables for whether the scheme will materially lift retail values and employment in the area once fully operational.
