European Financial Institutions Launch RL1 Cooperative Blockchain Network
RL1, a member-owned blockchain cooperative, has launched with support from 10 leading European financial institutions. It aims to offer a common infrastructure for digital assets and payments in regulated markets.
A significant development in the European financial sector has seen the launch of Regulated Layer One (RL1), a new cooperative blockchain network. This European Cooperative Society (SCE), headquartered in Luxembourg, has commenced operations with the backing of 10 prominent European financial institutions, including ABN AMRO, DekaBank, and Natixis CIB. RL1 aims to provide a shared, permissioned infrastructure for institutional applications such as digital money, tokenized bonds, and collateral management within regulated financial markets.
The establishment of RL1 builds upon existing infrastructure developed by the German fintech company Secure Worldwide Interbank Asset Transfer (SWIAT). SWIAT has transferred ownership of the network to the cooperative while continuing its role as a technical partner. The founding members of the cooperative include ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures, and Seturion. The SWIAT network has successfully processed over 50 transactions with a volume exceeding €700 million during three years of production use. RL1 is structured to ensure that each member has equal decision-making rights over the network's governance and development.
This new blockchain network seeks to enhance efficiency in financial services and accelerate the adoption of digital assets. RL1 is designed to support various institutional use cases, including digital bond issuance, real-world asset tokenization, on-chain collateral management, and blockchain-based settlement. By reducing the fragmentation that arises when financial institutions operate separate distributed ledger systems, the network aims to create a more integrated and transparent market environment through a common infrastructure.
RL1's launch is part of a broader European effort to digitize financial markets and bring Distributed Ledger Technology (DLT)-based solutions into the mainstream. The network explicitly excludes public crypto tokens, native assets, or speculative instruments, committing to operate in alignment with the existing financial system. This approach addresses regulatory concerns, offering a secure and compliant digital infrastructure for traditional banking and capital markets. In line with the vision of the European Savings and Investment Union, RL1 aims to become a pan-European, neutral, and interoperable blockchain for digital assets and payments.
Market analysts suggest that RL1 could significantly accelerate the adoption of digital assets and blockchain technology among financial institutions across Europe. The network's member-owned cooperative structure may foster long-term sustainability and growth by prioritizing the interests of its participants. Henning Vollbehr, former Managing Director of SWIAT, is expected to lead RL1. With continued support from institutions like KfW and L-Bank, and ongoing membership discussions with additional entities such as NatWest, RL1's reach and impact within Europe's regulated financial sector could further expand.
