European Central Bank (ECB) President Christine Lagarde issued a stark warning that Europe's post-war growth model is eroding, attributing this to the weakening of "three pillars": the US retreat from the rules-based global order, diminishing access to cheap energy, and a slowdown in expanding global trade. Lagarde emphasized that Europe cannot afford to miss the artificial intelligence (AI) revolution, urging the continent not to repeat the mistakes made during the first digital revolution, marking a critical juncture for Europe's future economic competitiveness.

Speaking at a World Economic Forum event in Geneva, Lagarde recalled that Europe "largely missed out on the first digital revolution," with the commercial gains from the spread of information and communication technologies being disproportionately captured elsewhere. She noted that the United States and China are currently leading the AI race, producing the most advanced large language models and rapidly building vast new data centers. Despite heavy investments in AI by European companies, Lagarde highlighted that "fragmented" markets and barriers in capital markets within the Eurozone hinder firms from scaling up and achieving global size.

These obstacles, according to Lagarde, prevent firms from competing effectively across the entire Eurozone and make it difficult to raise funds, particularly when compared to their US counterparts. Consequently, she stated, there are fewer firms growing to a global scale and a slower diffusion of new technologies across the economy. The weakening of the three pillars supporting Europe's post-war growth model exacerbates this situation. The US retreat from its traditional leadership role in the global order, questioning long-standing security commitments, and the imposition of tariffs on European Union (EU) imports (with former US President Donald Trump cited as a factor) are significant indicators of this shift.

These developments are compelling European firms to prioritize resilience over efficiency in their investment decisions. Furthermore, energy costs pose a significant competitive disadvantage; electricity prices for energy-intensive industries in the EU are more than twice US levels and approximately 50% higher than in China. Increasing global trade restrictions also threaten Europe's open economy, with over 2,500 new trade barriers introduced worldwide last year. All these factors negatively impact Europe's long-term growth potential and global competitiveness.

Geopolitical uncertainties stemming from conflicts in Ukraine, the Middle East, and Iran are creating additional pressures on energy prices and the European economy. The rise of global protectionism and the formation of trade blocs threaten Europe's export-driven growth model. In this environment, stronger internal integration and the adoption of a new growth strategy are vital for Europe.

Lagarde acknowledged Europe's strengths, including a robust manufacturing capacity, a highly skilled workforce, and the world's largest network of trade agreements. However, she stressed that these advantages would not suffice if the conditions for rapid diffusion and scaling of AI investments across the bloc are not created. The ECB President urged for better utilization of Europe's integrated market of 27 member states and 450 million consumers, emphasizing the importance of facilitating firm expansion across the EU and fostering innovation. Analysts suggest that Europe must heed these calls by reducing market fragmentation and taking ambitious steps in the field of artificial intelligence.
