Negotiators working on the Digital Asset Market Clarity Act (CLARITY Act) said on March 20, 2026 they reached an agreement in principle on stablecoin yield provisions, clearing a longstanding roadblock in the legislation and opening the way for committee action.

The compromise prohibits direct yield payments for simply holding stablecoin balances (so-called passive yield) while permitting rewards tied to user activity such as payments, transfers or platform engagement. The White House engaged in the talks and Senate leaders signalled a target to move the draft to a Senate Banking Committee markup in late April.

Market participants and lobby groups reacted unevenly. Banking trade associations have warned that unrestricted stablecoin yield could spur deposit outflows, while crypto exchanges and issuers have pressed for product flexibility; closed-door briefings on Capitol Hill have brought both sides to review the draft language. The outcome will force firms to reconfigure incentive programs and messaging.

The CLARITY Act forms part of a broader package of U.S. digital-asset legislation that passed the House in 2025 and is now negotiating its Senate form. The legislative calendar is compressed by the 2026 midterm cycle, meaning any committee clearance must be quickly followed by floor action and inter-committee reconciliation before the window closes.

Analysts expect crypto platforms to pivot toward activity-based reward structures and to avoid language that resembles traditional bank “interest” or “yield.” Banking lobby pressure and potential amendments remain tail risks, but if committee leaders finalise the text and secure buy-in, the CLARITY Act could advance to a full Senate vote in the coming months.
