China and ASEAN Forge Joint Path for Regional Energy Security

China and the Association of Southeast Asian Nations (ASEAN) foreign ministers, meeting in Manila, the Philippines, on July 22, 2026, endorsed a joint statement aimed at strengthening regional energy cooperation and addressing the impacts of developments in the Middle East on the region. This decision underscores the deepening strategic collaboration between Asia's two major economic blocs amidst increasing uncertainties in global energy markets.

The meeting was co-chaired by Wang Yi, Member of the Political Bureau of the Communist Party of China Central Committee and Foreign Minister, and Mohamad Hasan, Foreign Minister of Malaysia, the coordinating country for China-ASEAN relations. Foreign ministers from ASEAN member states and the ASEAN Secretary-General were also present. Wang Yi noted that this year marks the 5th anniversary of the establishment of the China-ASEAN Comprehensive Strategic Partnership, emphasizing that strategic guidance from leaders has ensured stable and rapid progress in cooperation. This partnership has brought tangible benefits to over 2 billion people and reinforced the foundation for a closer China-ASEAN community with a shared future.

The adopted joint statement expressed serious concern over the rapidly evolving situation in the Middle East, particularly its potential impact on global oil and gas markets, including price volatility and supply uncertainties. ASEAN countries, as net energy importers, are particularly vulnerable to such shocks. In this context, the importance of coordination and cooperation between China and ASEAN was highlighted to enhance the stability of regional supply chains and ensure energy supply security.

The repercussions of Middle East developments on regional economies include potential inflationary pressures through rising energy and food production costs. The Asian Development Bank's forecasts for rising inflation in developing Southeast Asia for 2026 highlight the critical nature of such external shocks for the region. This cooperation is seen as a strategic step to bolster Southeast Asia's resilience against external shocks and strengthen its energy independence.

Experts note that ASEAN’s energy security approach encompasses initiatives such as fuel diversification, regional interconnectivity (like the ASEAN Power Grid), and infrastructure development. China plays a crucial role as a partner in ASEAN’s low-carbon energy investments and clean energy transition efforts. China's central position in the region’s clean energy ecosystem, through financing, technology, and knowledge sharing, further enhances the significance of this cooperation for long-term sustainability goals.

Market expectations suggest that if these diplomatic steps translate into concrete actions, they could bring greater stability to regional energy markets. Collaborations in areas such as renewable energy development, diversification of energy trade, and integration of cross-border electricity grids can mitigate the impacts of geopolitical risks in the Middle East, thereby strengthening Southeast Asia's energy security.
