OpenAI has signed an agreement with the Government of Malta to provide all eligible Maltese citizens with one year of complimentary ChatGPT Plus access after they complete a state-backed artificial intelligence literacy course. The partnership is described by OpenAI as its first national-level collaboration.

The initiative links access to ChatGPT Plus to completion of the online "AI for All" (AI Għal Kulħadd) course administered by the Malta Digital Innovation Authority (MDIA); participants must register via the country’s eID system and the programme is offered free of charge. OpenAI and Maltese officials said the scheme will scale as residents complete the course and that the rollout starts in May 2026.

International outlets including Reuters confirmed the core details: the one-year free subscription is contingent on course completion and represents a novel public–private approach to boosting national AI literacy. Malta’s digital strategy documents had previously signposted measures to provide free subscriptions to an AI service as part of wider digital skills and competitiveness goals.

Although the deal does not directly create market transactions, such state-backed access schemes can broaden user bases for AI platforms and accelerate digital adoption in education and business.
