Labour MP Nic Dakin told the BBC that if negotiations with Chinese owner Jingye do not reach a satisfactory conclusion, British Steel’s Scunthorpe works should be brought into public ownership (nationalised) by the summer, which he described as “the best outcome” for securing investment and future stability.

The government intervened via emergency legislation on 12 April 2025 to prevent the closure of Scunthorpe’s two blast furnaces and safeguard production; since then the plant has operated under government control while Jingye remains the legal owner. The site employs roughly 2,700 people, and the fast-tracked parliamentary measures gave ministers broad powers to direct operations and secure raw materials.

The intervention has immediate fiscal and market implications. Official oversight and short-term funding to cover working capital have generated significant costs to the public purse, and watchdog analysis has highlighted daily running expenses during the emergency period. While British Steel has won commercial contracts—including rail-related work—analysts warn one-off deals will not by themselves cure structural challenges in UK primary steelmaking.

In the wider political and economic context, Parliament’s debates and the Steel Industry (Special Measures) Act 2025 reflect concerns that primary steel capacity is a strategic asset tied to national security, infrastructure projects and industrial policy. Ministers have said no final decision on full nationalisation has been taken, but the legal framework now allows for a range of outcomes, from a negotiated private-sector solution to a move into public ownership if necessary.

Market participants, unions and regional stakeholders expect the coming weeks to be decisive. Some union representatives argue public ownership would provide immediate job security, while industry commentators call for a clear business plan, fresh capital and measures to improve competitiveness—particularly energy and raw material costs—if production is to be viable long term. The government’s next steps, whether a negotiated deal with Jingye or a transition to public ownership, will shape investor sentiment and the outlook for UK heavy industry.
