BIS Project Agorá Completes $1 Million Tokenized Cross-Border Payment Trial

Twenty-eight financial institutions and central banks settled approximately $1 million across six currencies in an average of 80 seconds. Project Agorá, an initiative led by the Bank for International Settlements (BIS), announced the successful completion of a real-value trial for tokenized cross-border payments. This significant development involved 28 financial institutions and central banks, enabling the settlement of approximately $1 million in transactions within an average of 80 seconds. The trial holds the potential to address structural inefficiencies within the existing global payment infrastructure.

During the trial, 30 transactions were executed across 17 scenarios, utilizing six different currencies: the Swiss franc, euro, British pound, Japanese yen, South Korean won, and US dollar. Participants leveraged tokenized central bank reserves and commercial bank deposits to conduct these transactions. This approach aims to facilitate faster and more transparent transactions while maintaining the security inherent in the traditional banking system.

Key central banks involved in the trial included the Bank of England, Banque de France (representing the Eurosystem), Bank of Japan, Bank of Korea, and the Swiss National Bank. Prominent commercial banks such as JPMorgan Chase, Citibank, Deutsche Bank, BNP Paribas, UBS, and Standard Chartered also played active roles. The tests demonstrated atomic settlement, a mechanism that enables simultaneous transfer of funds and foreign exchange, significantly reducing settlement risk compared to conventional systems.

Current correspondent banking systems are often burdened by slow, costly, and opaque cross-border payment processes, which negatively impact global trade and financial activity. Tokenization-based solutions like Project Agorá offer an innovative approach to these challenges, promising to streamline liquidity management and enhance transaction visibility. The goal is to foster a more efficient global payment network for financial institutions and businesses alike.

Launched by the BIS in 2024, Project Agorá is an experimental public-private collaboration designed to explore how wholesale cross-border payments can be improved. Unlike stablecoins such as Circle's USDC or Tether, the project focuses on tokenizing traditional bank money, thereby preserving the existing two-tier banking system. This could unlock new programmable payment capabilities while upholding the reliability and integrity of the financial system.

Despite the successful outcomes, the BIS emphasized that Project Agorá remains in an experimental phase, with no current commitment to move into production. However, the findings demonstrate the technical and practical feasibility of tokenization in wholesale cross-border payments, laying a strong foundation for future solutions. Further trials are anticipated, with an expected increase in the private sector's role.
