Bangladesh has reached a significant milestone in its pursuit of energy security and economic development with the commencement of uranium fuel loading at Unit 1 of the Rooppur Nuclear Power Plant (RNPP). This development positions Bangladesh as the 33rd country globally to utilize nuclear energy for electricity generation. Constructed with the technical and financial backing of Russia's state nuclear energy corporation, Rosatom, the plant is poised to play a pivotal role in addressing Bangladesh's escalating energy demand and reducing its reliance on fossil fuels.

The Rooppur Nuclear Power Plant, with an estimated cost of approximately $12.65 billion, comprises two VVER-1200 reactors, each with a capacity of 1200 megawatts (MWe), resulting in a total generation capacity of 2400 megawatts. Russia is financing 90% of the project, amounting to $11.385 billion, through a credit facility. Initially slated for operation in 2023, the project experienced delays of about three and a half years due to global crises such as the COVID-19 pandemic and the Russia-Ukraine war. These setbacks have led to an increase in the project's cost in local currency terms, driven by exchange rate fluctuations and extended maintenance expenses, incurring daily interest penalties of 100 to 120 million Taka to the Russian contractor Rosatom. While trial electricity supply to the national grid from Unit 1, at a capacity of 300 megawatts, is expected to commence by August 2026, full commercial operation for Unit 1 is targeted for 2026, with Unit 2 expected to come online in 2027.

This colossal infrastructure project is crucial for meeting Bangladesh's rapidly growing energy demand, which increases by approximately 7% annually. For a nation heavily reliant on imported fossil fuels, particularly natural gas and oil, the Rooppur Plant will significantly reduce import dependency. Experts estimate that the commissioning of even a single unit could save the country around $1 billion annually in fossil fuel imports. The plant is projected to supply between 10% and 12% of Bangladesh's total electricity needs, thereby ensuring a more cost-effective and stable energy supply in the long term, fostering industrial growth and overall economic development.

The project represents a significant stride towards Bangladesh's goal, outlined in its 2016 Power System Master Plan, to derive 10% of its total electricity generation from nuclear energy by 2041. Furthermore, it will contribute to the country's environmental sustainability targets by reducing carbon dioxide emissions by approximately 20 million tons annually compared to coal-fired plants and 8 million tons compared to gas-fired plants. However, the project also establishes a deep structural dependency on Russia for technology, fuel supply, and the repatriation of spent fuel. Geopolitical tensions have further complicated financial arrangements, with Russia proposing loan repayments in rubles.

Analysts and market observers emphasize the Rooppur Nuclear Power Plant as a critical turning point for Bangladesh's energy independence and socio-economic progress. Nevertheless, challenges persist, including grid integration complexities, addressing safety culture deficiencies noted by the International Atomic Energy Agency (IAEA), and managing the ongoing dependency on Russia. As Bangladesh reportedly plans to further expand its nuclear energy capacity in the future, the performance and operational safety of this inaugural plant will set a precedent for upcoming projects, shaping the nation's energy future.
