Rapid growth in electricity demand across the United States—driven largely by artificial intelligence and cloud computing infrastructure—is forcing utilities to prepare massive investments in the nation’s aging power grid. Electric companies are planning tens of billions of dollars in spending on new high‑voltage transmission lines and upgrades to existing infrastructure to accommodate the surge in energy consumption.

Energy analysts say hyperscale data centers are becoming one of the fastest‑growing sources of electricity demand in the country. Estimates from the U.S. Department of Energy’s Berkeley Lab suggest that large data centers could account for as much as 12% of U.S. electricity consumption within the next few years, significantly increasing pressure on transmission networks, substations and distribution systems.

The central policy question, however, is who should pay for the massive buildout. Under current regulatory frameworks, many grid upgrade costs are spread across utility rate bases, meaning residential and small‑business customers may end up sharing part of the cost of infrastructure built to serve large data centers.

Federal officials and regulators are increasingly exploring ways to shift more of those expenses to the technology companies building the facilities. Utilities argue that data centers also bring long‑term revenue and system demand growth, while policymakers are trying to balance affordability for consumers with the need to expand energy infrastructure to support the rapidly growing digital economy.
